The conditions for democracy support deteriorated rapidly during Demo Finland’s strategy period 2021–2025, and in the countries where Demo Finland works, democratic development has been even more challenging than the global average in recent years. However, worrying trends at country level do not always mean that democracy support is impossible. Despite a difficult operating environment, Demo Finland’s work delivered outcomes. This publication summarises the context and results of Demo Finland’s 2021–2025 strategy period.
